ERC Extends Suspension of GEA-All Collection for July to August 2026
29 June 2026 PASIG CITY — The Energy Regulatory Commission (ERC) has approved the extension of the temporary suspension of the collection of the Green Energy Auction Allowance (GEA-All) for the July and August 2026 billing months as part of its efforts to help ease electricity costs for Filipino consumers amid prevailing economic challenges. The GEA-All is a uniform charge collected from electricity consumers to fund payments to renewable energy (RE) developers participating in the government's Green Energy Auction Program (GEAP), supporting the country's transition toward a cleaner and more sustainable energy future. The suspension covers the GEA-All rate of PhP 0.0371 per kilowatt-hour (kWh) and applies to all collection agents, including Distribution Utilities (DUs), Retail Electricity Suppliers (RES), and the National Grid Corporation of the Philippines (NGCP). The Commission approved the extension after determining that the GEA-All Fund remains financially sufficient to cover payment obligations to eligible RE developers during the suspension period. As of 5 June 2026, the fund maintained a balance of approximately PhP 707.47 million, which is adequate to support expected disbursements, including payments for additional RE facilities expected to begin commercial operations in the coming months. The temporary suspension is intended to provide immediate relief to electricity consumers as Filipino households continue to face the effects of rising inflation and increasing cost-of-living pressures brought about by global developments. The ERC emphasized that while consumer relief remains a priority, the financial integrity of the GEA-All Fund will continue to be safeguarded to ensure timely payments to qualified RE developers. The Commission noted that it will continue to closely monitor the status of the GEA-All Fund and conduct a comprehensive assessment by August 2026 to determine whether a further extension of the suspension may be warranted. Meanwhile, all collection agents are directed to implement the suspension beginning with the July and August 2026 billing cycles and submit compliance reports, including sample customer bills reflecting the removal of the GEA-All line item, within fifteen (15) days after the close of the August billing period. The ERC reiterated that failure to comply with the advisory may result in the issuance of a Show Cause Order (SCO) and the imposition of appropriate penalties under existing laws and regulations. Through this measure, the Commission continues to balance consumer protection with the sustainable development of the country's renewable energy sector, ensuring that regulatory interventions remain responsive to the needs of both consumers and industry stakeholders.
